Inefficiency at the post office

I sent a parcel to Poland in December 05, 2013 and for reason the parcel was not delivered and was sent back. it was received in Capetown on May 25, 2013. I have made several phone calls to this number 011 961-6000 and was told to speak to Martha when I was lucky that my call was pick up as most of the times it just rings till it cuts. Martha promised to send the email to capetown so that they can forward the parcel to Johannesburg. this hasn't happened and last week I was told I should speak to Esther whose phone keeps ringing. Today June 24, 2013 I spoke to Hannie who confirmed the parcel is still in Capetown and I should either call capetown or speak to Martha.
This is 6 months and I don't understand why the parcel is in Capetwon and why nobody can explain why or when it will be in Johannesburg.
Can someone please Help???
