Un able to prove account

Hi. We have been harassed by KRB by sms, email and phone calls for a TV Licence we do not have. We have requested copies of the account, copies of the ID and signed documentation to verify that the licence is ours. The address they have does not even exist, how the do they do there jobs. It seems that they just want your money and then maybe they will disappear.
They harass people for monies owing to SABC, when look at their website, SABC is not even a client of theirs. How do they explain that.
Please help.
