UNACCEPTABLE: No resolution of query since 14/3/13

I requested authorisation of a procedure and payment of a device on the 14 March 2013. I was advised to get a motivation from the relevant Dr and I submitted this on the 28th March 2013. An automated reply read that it would take between 1 and 5 days to get a response. I called back on the 8 April to query why I hadnt received a response and was told I had to give it more time as there is a backlog. I called back on the 12th April and was told I still need to get a quote from the pharmacy, which I did and sent back to them before 12h00 on the same day - they also said it will be escalated and I can expect a call back on the same day. I called back on the 15th (still no response) and was promised a call back by COB. I called back on 17th (still no response) because the manager, Glen Gideon was in a meeting. This is unacceptable! I expect an answer TODAY - 18th April 2013!!!
