Hospital Mugging and the lack of follow up

On Wed, 27 March whilst coming out of Vincent Pallotti Orthopaedic Hospital, walking to my car, which was parked in what I believed to be hospital parking, I was attacked, and forced down onto the ground. I received no help from Hospital security until afterwards. I recently had surgery on my hand and could not stop the assailant from taking my phone. During the struggle he injured my elbow, shoulder, knees as well as my hand. Once security arrived, they took me to ER, where I was put on a bed and given calming meds. My Doctor was told and came down to check on me. Whilst in the fuzzy after effects of the pills, I was told to sign documentation confirming my responsibility for the cost of all the treatment, after just having been mugged outside the hospital. On my return, I met Mr Christo Becker, Hospital Manager, . He made a number of promises re security, police follow up and my financial responsibility, which have not been followed through with. His main issue being whether the parking was Council or Hospital property. How do I resolve these issues, since I am getting no solid information from Mr Becker?
