Debit order deducted twice and no refund

I have been struggling with GEMS since I decided to switched from Medihelp to GEMS. I paid the full contribution for 3 months since July this year, and they would give me the full refund back. The state approved a subsidy of 4/6 of the amount of R963, They only gave back one months contr. In Aug, in stead of a REFUND they tried to deduct a debit order of R1926. I only put enough money in the account so that they can deduct my payment of R321, otherwise I would have been bankrupt. NOW, they deduct twice! Each month I get an SMS that the debit order did not go through, and that they want to suspend me. It is the SECOND debit order that do not go through! After numerous e-mails I am fedup with them, it is such a mess, I do not think they can handle the problem. Please help!
