Why don't Discovery publish health rates

My wife obtained authorisation from discovery for natural birth at Panarama clinic Cape Town. She also obtained a quotation from the Gyneacologist. Our health plan Discovery Coastal Core covers up to 100% of medical providers with whom there is no payment arrangement. However no where on Discovery's website do they publish the value of these rates, even the call centre operators cannot say what this value is. So we had to wait for the account to find out that we owe R5070.30. Discovery paid R2929.70 of the R8000.00 claim.
We should have had access to this information to determine how much we would have to pay for the birth.
Discovery is lacking in transparency.
