Not allowed to add a dependent

I joined Discovery because my employer is with Discovery. i wanted to add my younger brother as a dependant and i was told that i must provide proof from the court that i am legally responsible for him. both my parents do not work and me and my older siblings are trying to do for my younger brother what we did not have growing up. I am from a black family were things like documents from the court are not important but taking care of each other is. i did not have this problem with Bankmed. i used to hear a lot of people saying Discovery is useless and horrible now i believe it. the act says i cannot be denied to add a dependant on my medical aid, this is an immediate family member for Christs' sake. very disappointed i must say!
