Keycare going against their word

My mum, a state pensioner, is suffering with a severe illnessthat requires that she visits an opthalmologist. Both my mum's GP and I contacted Discovery Keycare to request an authorisation number to see the opthalmologist. I was told by Keycare, and have an email to prove so, that an authorisation was not required. So my mum proceeded to see the opthalmologist. Now Keycare refuses to pay the bill that the opthalmologist has submmited, with Keycare saying that they refuse to pay as my mum did not obtain an authorisation. Keycare continues to try to get themselves out of paying bills. It is not fair that my mum uses more than 70% of her state pension to pay for medical aid, yet her medical aid takes her money and refuses to pay for medical services rightfully rendered. After numerous emails, Keycare will not even have the decency to respond to my query. This is highly saddening for me, but more stressful for my mum, worsening the state of her health!!! Is this the intention of Keycare? Why do they want to see the poor and the aged suffering this way.
