Samsung do not provide after sales service

My tumble dryer broke for the third time, same problem- the belt broke. First time took them THREE WEEKS to repair. with me calling at least 2 or 3 times a day. Second time, shorter period, same story. On Monday it broke again. Their Customer service dept gave me the numbers of 2 independent contractors. Both of these numbers were constantly engaged for TWO days. Finally got through to one, after much begging they came out on Thursday. (Wet towels piling up) They said they could only do the repair if we accepted a written quote. SIX phonecalls to "OLand's Electrical and General Dealer CC"" yesterday elicited a promise to send the written quote by lunchtime on Friday. We are STILL waiting! Samsung do not care about their clients. They appoint independent contractors who are incompetent and don't do their job. so a whole week has gone by, washing is piling up and we still can't get a written quote from SAMSUNG or their contractors. What now?
