Faulty Brand New Samsung Galaxy S4

We purchased a new Samsung Galaxy S4 from Altech Auto Page (Sandton City) on 04/08/2013. This was a present to my mother in law who lives in Frankfort, Free state.
The 1st weekend we had a chance to travel to Freestate we took the new phone 17/08/2013. When we had to charge the phone for the first time, the phone did not want to charge therefor we had to take the New phone back to Altech Auto Page for repairs on 18/08/2013 CRO Number 000927. We were informed turn around time should be 3-4 working days. As this was warranty and not guarantee and as we took longer than 7 working days from purchase (which we could not due to the fact we had to travel to the Freestate).
Phone has been with Samsung repairs from 19/08/2013 Job number SA72730. Samsung is STILL waiting for parts a week later with no repair or date when parts will arrive.
Every time I phone they just say sorry waiting for parts, I think this is very bad service for a very expensive so called GREAT phone?!
Surely I can get a new phone? Why repairs if it was faulty from manufacturer?
