Educall taking to long to refund me

My younger brother Akhona Thinta ID 9103066327084 registered with Damelin Boksburg to study for the year 2012 and paid R5700.00 for school fees.By the end of 2011 he got a bursary and didn't need to go to Damelin but went to university. We keept on receiving statements from Damelin and I eventually contacted them and they asked me to cancell and put application for Refund which i did in Jully 2011 and i was told it will take 3 months before i can get the refund. After 3 months with no word from Educall which is the head offfice of Damelin I contacted them and spoke with Shankari who kept saying the refund will be approved in two weeks time up until December 2012 they keept saying please call us after two weeks as they were just waiting for their management to sign off the refund which was already approved by end of December 2012.
In January 2013 I contacted Chantel on 031 251 9300 who is replacing Shankari and to my surprise she told me the Refund is not even aproved. Chantel also asked me to call after 2 weeks as she's waiting for her management to aprove the refund. I'm scared it will be December again without the refund for my brother.
