Is it legal to withhold pupils reports?

Is it legal to withhold pupils reports if they are a month in arrears?
They also charge R10.00 per day for outstanding fees. This takes effect if fees are not paid on the last working day of the month, don't we have until the 7th of each month to pay accounts.
Pupils are threatened with suspension if outstanding fees are not paid.
