Hartland College
No refund but empty promises &

I'm struggling to get my refund from Hartland Training College for the payment I had made for my daughter (Karabo Kgomo)'s studies.
The institution (Hartland Training) gave me empty promises and sent me from pillar to post in what now appears to be just and empty promises.
When I requested for the refund, they asked me to send some documentation, which I did on the 18th January but to this day they still haven't paid me back my money.
Ms Kasanda is the contact person handling my query and she always gives me empty promises. Sometimes when I follow up she would tell me the directors are out of the country and the head office is waiting for their signatures before they can process the refunds.
I have been sending email after email and also calling the landline but with no success. Eventually when I got the response, Ms Kasanda mentioned that directors are out of the country.
Yet she also mentioned that normally they pay the refunds during the month of March, June, and September. March is long gone but I still haven't received anything. I'm so tired that I don't know what to do anymore to get my money back from Harland College.
