Poor service and lack of interest

I wish to inform all of the level of service that the Fourways franchisee provides.
My partner experienced a puncture in his back tyre which caused it to perish. He contacted the Fourways branch and enquired whether they had tyres in stock - which was confirmed. He clarified that he required a tyre with a white side-wall for his Revival Scooter. It was confirmed that "plenty" of tyres were in stock.
On Wednesday 9 January the scooter was collected from our home, 3 km (most) away from the franchisee at a cost of R250. Note: that the scooter was previously delivered from the Edenvale Branch to a home in Kensington for R80.
No communication was received since. Yesterday, after 4 calls to a very disorganised branch, it eventually transpired that they in fact did not have any tyres in stock and an "emergency order" was placed for the tyre. During these calls promises were made to follow up and return the call - which never ocurred.
Lo and behold, when I saw the scooter last night, I noted that the back tyre did not have the white walls. Not the kind of "service" one expect. Who checked the work done, why was it not noticed?
