Unning a service center without a manage

So happens that BP service station down by the Chatsworth center, runs without a manager both inside and outside the store. I am at the service station at the car wash where a pathetic job was done on my vehicle. I am told by make Silondile that i should give her a tip then she can a make my car rite. (so i paid for my car still to be dirty. Yet the problem was at the wash bay. She then tell tells me that she can't call the manger and was very arrogant, I then took a walk throughout the service station only to realize that there is no manger for the BP service station. So should customers not be happy who do you speak to. I also walked inside the store and I find no contact numbers for anyone to report to. I truly believe that a huge GROUP LIKE BP should not be run in this way. It is an insult to consumers. a truly unhappy customer.
