Son mugged at Petrol Station

On Friday evening my son was mugged at Watermeyer Engen. He was pulled into the men's toilet, a knife held to his spine and told to hand over what he had. After the event he asked the staff to view the CCTV footgage and they were told that it was locked away and only the owner/manager had access. Indicating that the CCTV is not there for the safety of the customer only the convenience of the owner, would this be different for a shoplifting? They were not willing to contact either person to request them to come through for assistance.
There is no lighting outside the toilet/shop parking area. My problem with his is multifold!
I contacted the offices to enquire what was being done about the security at teh service station and was told that they once again could not help me until they had spoken to the owner as the manager was informed that the weekend was uneventful. That is just shocking.
The only clear indication of anything I received was that it was not their problem and that the shopping centre was responsible for security at the back of the service station.
Someone has to be responsible!! I have also been advise that since it was dark she cannot help me with cctv footage.
