No consideration when my car was damaged!

On Sunday 28th July, my boyfriend and I pulled into the Tugela 1Stop North to refuel on the way back to Pretoria from KZN. It was an extremely windy day. I asked the petrol attendant to see to the tyre pressures. When he was filling the last tyre (front left), the wind caught the gauge and it hit my car considerably hard. We were both dying to use the toilet after the long drive so we didn't get out to see the damage straight away. We pulled into the parking directly opposite the pump (pump 7) and went to use the restrooms. On the way back, we checked for damage and noticed a fresh dent and chip on the top of the front left fender. We went to find the manager who went to look at the CCTV footage and called us in sometime later to have a look. Unfortunately, due to the bad quality of the video and the shadow cast by the roof, nothing was clear. He said the owner would contact me but I didn't hear anything, so I contacted them and eventually managed to talk to the owner, Friedel, on 08/06/2013. I emailed him the photos I took and he is now refusing any liability saying the damage is not extensive enough to claim from his insurance due to his R6, 000 excess. This is ridiculous!!
