Budget Car appears not to want to pay you back!

I rented a car (Blue Chevy Spark) from Budget Car Rental on 2 Jan 2013 for 10 days. I had to pay a R6000 deposit. A pre-inspection of the vehicle was done, there were two minor scratches (back) and a little dent in the bonnet. I returned the car on 11 January 2013. While I did not notice it before, but a new scratch had emerged on the left hand side bumper. I did acknowledge that it was a new scratch and so I had to fill in a "accident form" relating to the details of this new scratch. It was only a paint scratch and there was no dent.

I was informed that that the difference left on the deposit of R6000 would be refunded to me within 10 working days (i.e, the difference after R138 p day for 10 days refuel of the car had be deducted). By 25 Jan 2013, I had still not received the refund and inquired telephonically on 28 Jan 2013, only to be told, the car still needs to be assessed and that I need to wait. Upon telephone inquiry on 5 Feb 2013. I was told the car was at the Panel Beaters and that there were more urgent repairs, so they were waiting. Upon inquiry again on 13 Feb, I could still not get an answer.
How much longer must I still wait? I am not getting clear answers?
