Indicating damage that we are not responsible fo

We hired a car from Europcar in Johannesburg on 16 November. My husband took the car at around 10:00 am and returned it within 3 hours. We had to pay a R5000 deposit. None of their staff members went with him to check the car before he drove off or when he returned the car. Now that we are enquiring about our deposit that should be refunded they are claiming that the car has a windscreen chip and a scratch UNDER the front bumper that we are responsible for. When speaking to one of their consultants over the telephone he claims that they cannot say if the damage was there or not. If we had any idea that this is what happened when you hire a car, we would have make use of a shuttle service. It has been 2 weeks, and we still do not have a refund for our deposit or what ever is left after the "proposed" damages have been fixed.
