Very Bad Service

I had an accident end of April 2013, and we are now in October 2013, 6months down the drain still waiting for BMW/Budget insurance to fix my car. every time when I call BMW Repairs they've got on there systems that my car has all ready been fixed, which is not the case as it is still damaged. for BMW this services is very bad,
in the mean time my car insurance with Budget Insurance has gone up as well as my Access, for a car that is not fixed yet, I don't see that this is fair to pay for something that is still not fixed. Budget insurance told me that the panel that needs to be fixed was ordered in April and that my car can go in to be fixed in September, closer to September, I called BMW to find out when I can bring in my car, and there response was that there was no order made for the panel that needs to be fixed, and as a mentioned earlier on BMW's records my car was fixed all ready that is not so.
