Double debit on Credit Card outstanding

Having had a vehicle accident on Friday night 20th, I opted to have the rental car option. Avis was the appointed supplier. They agreed to deliver the vehicle to my premises on Sunday which was great. They took my credit card details on the Sunday morning 22nd to pay for a deposit which was confirmed to be R750. During the day while out with my family, I was contacted by the above branch and told my card had declined. I promptly got in my car and drove to Park Station to ensure there wasn't an issue (which there wasn't). Just as I was leaving I checked my SMS banking transactions only to find that Avis Braamfontein had taken an additional R1000 of my credit card prior to me arriving to make the aforementioned "declined" payment. I brought this to the branch's attention immediately and they informed me they would reverse the transaction on Monday 23rd. I recieved a phonecall on Monday confirming this is done. As of today Wednesday 25th, still no money. I have made numerous calls to their call centre, tried their branch and no-one seems to know where my money is. Is this bad service or just bad admin? Either way I don't have my cash? Isn't this? Should I go to the Police?
