Quary about service

A friend at work applied for a Tata and he was approved (he is over indebted) expenses exceed income

I would like to know? How do to this company finance the clients because clearly if this person had to apply for a loan he will be decline based on affordability don't they take risk rating in consideration

Personally I think this company over indebted customers.would like to know if the credit granting decisions are governed by law based on the info he gave u this application were to be (unable to approve)
