Appalling service from BMW

I recently purchased my 6th BMW 3 series a 2009 E93 330i convertible sportspack, when i inspected the vehicle after purchase i noticed that the vehicle didn't have a sound insulation cushion fitted on the underside of the bonnet which i found rather peculiar, i investigated and most other models i have seen have the insulation, i always thought that this was a must have on vehicles to help with sound dampening and keep the heat away from the bonnet, when i called BMW SA i spoke to a consultant by the of Zizo who gave me a ridiculous answer after consulting some technical people that some of the cars didnt have the installation, and when i asked what made a 2008 and 2010 E93 model different from my 2009 and why was this excluded from my vehicle the consultant could not answer me and became evasive and told me to speak to the service manager who advised me to call BMW SA (why cant anyone at BMW answer this simple question), i strongly believe that this was an oversight by BMW SA and that BMW SA should have the insulation fitted to my vehicle as i feel this is a necessary unless there is a good enough explanation as to why my doesn't have it which i find highly unlikely.
