No answer whenever you call

Ive been trying to contact all the no.s provided for the Motor Industry Ombudsman and no one ever answers, are there even people there? I have a issue with a motor dealership which I need to resolve urgently which I cant because I cant ask for their advice. If this continues, I will probably give up and the dealership will win because there is no help for us consumers.
