Unauthorised debit from my bank account

My insurance arranged for a courtesy car for me through Budget Rent a car after an accident I had. A couple of days afterwards I was hijacked and the courtesy car. I was informed that I will need to pay R2500.00 as excess for the car which I paid. After a few weeks I noticed that a debit of R673.20 was made by Budget from my bank account. When I called to enquire what this is for I was told that this is for petrol on the car. I called Budget accounts department and was told to take up the matter with the branch I picked up the car at. I called the branch and spoke to whom I assume is the manager there, a man by the name of Hennig. He said to me that this is procedure to deduct amount for a full petrol tank when vehicles are lost as "they would be losing on petrol that they gave to me". I indicated to him that I have paid R2500 and also have lost a couple of personal items that were in the car that Budget is not replacing for me. The paying of lost petrol was never indicated anytime and as far as I know I have not signed any documentation that indicates this. Hennig promised to get back to me. A month on, I still have not heard from him, even after following up.
