Debonairs Parkmore does not deliver on promise

Hi
I ordered 2 regular subs and 2 cokes from Debonairs Parkmore, Sandton on Saturday 16 March 2013.
The delivery guy arrived 1hr 03 minutes later with the 2 subs but no cokes.
I reminded the delivery man that their fliers, which were stapled to the receipt state, if not delivered within 40 minutes the order is free. He replied that if all their customers got their meals free their business would close.
He then asked must he bring the cokes later. I said no and paid R100, 00 for the subs. He also was kind enough to remind us that if he goes back for the cokes he will be late to deliver the next pizza!
Where has customer service gone Debonairs and sticking to your own words - If not delivered within 40 minutes it's free.
