Paying for terrible food I didn't eat

Last night (13 February 2013) I went for dinner at CTFM Eastgate for the first time. I ordered the Surf N Turf main.

Came with a steak so think I swear it was a minute steak (and looked about 100g as opposed to the advertised 200g). Asked for rare, they didn't even cook the thing. It was still ice-cold in the middle and was completely blue - not even a sear on the outside. Manager says they'll do it again. Instead, he brings back the same steak and calamari on a new plate, but now they've burnt the steak to the point that it is so overdone and tough that I just pushed it aside and focused on the calamari. Calamari look dark at this point because they didn't do a fresh batch, they simply doused it in more basting and cooked it again. It was like chewing on rubber with sweet gravy powder.

By this point food had been finished at the table so I didn't want them to make it again - they had the chance to do that already. Instead I expected it to be taken off the bill because I ate none of it. But the manager sends the waiter to tell me they will take R70 off the bill. The surf n turf was R109. So I must pay for two pieces of rubbery calamari and two slices of basting-flavoured leathe
