Vegetarian meal is not vegetarian, still had to pay

On the menu an item is clearly marked as vegetarian, and I made sure with the waiter that it was indeed vegetarian, but when it arrived it wasn't. I then ordered a different vegetarian meal, and the manager came to our table and informed me that I had to pay for both meals I ordered, even though it was their mistake.
