Rip Off on delivery charge on minimum order value

I was informed that there is a minimum order value for delivery but there is a standard delivery charge for all orders. If the delivery is free, then only should there be a stipulation on minimum order value. Please review your policy as most of the other food outlets within a close range do not charge a delivery cost.
