Waiter did not want to give us change

On 30/04/13 I was having supper at the Sunnypark (Pretoria) spur. The waiter messed up our order and was not satisfied with the service during the course of my supper. I will not pay for bad service and I don't understand why waiters always feel we are obligated to pay them. When the bill arrived it came down to R356.57, when we went to pay I gave the waiter R400 and I was expecting change as I don't pay for bad service, the waiter tells me that he doesn't have change. The till was not even opened for him to put the money in the till, and then he tells me that he's been swiping the whole night so there's no change. What kind of a resturant operates without a till and then tell customers that there is no change? I was utterly dissappointed in the attitude of this spur employee and I will never set foot in that Spur again.
