EMERGENCY CALL CENTER IGNORED MY CALL

My car battery died yesterday morning at 6:30 after the lights were left on overnight (19/04/2013), I called roadside assist and spoke to a lady who asked me a few questions to verify my account and my location she then hung up and told me that someone will contact me to let me know how long it will be until I get assistance, I wait 45 mins for the call and when I was attended to I organized my own help by asking strangers on the road to please jump start me with the hopes that when the call finally does arrive I can let the attendant know that I have been assisted by someone else. The call never came - how am I expected to feel about my insurers EMERGENCY assistance when it has just been proven that I cannot rely on them?
