How can your main call centre be engaged?

I have a major plumbing issue that has to be dealt with ASAP and will cost a lot of money. My broker, Stephen Selowa responds by email but I can't seem to have a conversation with him - I have asked him to phone me as I can't get though to the land line and there's no voice mail and, amazingly, FNB Insurance's advertised general enquiries number is permanently engaged. Stephen told me the work that needed to be done is covered and to go ahead and get the plumber in and to invoice FNB. When I said the damage is worse than we expected he emailed saying there's an assessor who will get back to me. FNB has agreed in writing to these repairs, so I will make sure that I am paid, but I can't see to communicate directly to iron out any discrepancies. It is frustrating the out of me as he seems to be saying something entirely different today. All I want is clarity. The other numbers I have on my quotation are for Mutual and Federal - they actually answer but can't help me. Iron this out please - it's incredibly inefficient.
