Failure to fulfill Insurance on Home owners policy

On march 1 2013 we were moving out of our home in Kyalami Estates and the tenants from Zambia African National Bank were moving in. A burst pipe in the kitchen wall flooded the kitchen and a plumber appointed by Absa Insurance rendered the home inhabitable due to the hazardous mingling of water and power. This he stated in the presence of witnesses including the tenants. The tenants reported this to Pam Golding who demanded that the tenants be put up in a nearby hotel at the Insurer's expense until the damage was fixed. This was done and the tenant submitted a bill of R 11 500 (approx) a week later. Refilwe Malloy of West Rand Absa Insurance has not even ensured that an assessor has gone to the home to complete the claim and pay the monies to the tenant.
We have called her at least 6 times and she never returns her calls if she does take your call she never follows through and now the tenants are demanding the funds from us. We do not have the funds to pay for this. We are pensioners and are at the mercy of Absa. She rudely stated to us yesterday when we eventually got hold of her that Absa does not have to pay as the water could have been left on in the bathroom. Please help
