What happened to doing it right the 1st time?

I sent a staff member to deposit notes only R6650 into a buss acc. The ATM takes only 100 notes at a time, very sensitive setting, rejection rate high, staff member ususally assist. 50 x 850 20 x 3700 10 x 2100 total notes 185 9:25 R1620 9:28 R1910 9:30 R550 9:32 R930 9:34 R1210 keeps rejecting R20 x 21 R10. Ladies leaves bank to exhange notes at nearby shop, goes back to bank, tries again with help of staff. Calls me I call bank staff and ask for assistance Ladies gets sent to tellers. 11:00 I call and was told she is still in the queue. deposit is still short by R430 Surely the staff member can use his discretion and send her straight to tellers first time as he should know the limitations of the ATM, I discussed it repeatedly with management staff. Why send her outside to exchange notes> what are the bank costs? The business do not want atm strips as proof of payment How many times must we ask the staff to listen and do what is best for all customers?
