Insurance has not committed to repay access due

In September 2012, I was involved in a car accident, where the third party involved was at fault. The third party took responsibility to repay the access I had to pay. My car went for repairs, and I paid the access of R2750 so I could get my car back. The third party said he could only repay the amount in instalments of R500, staring end February. The insurance then confirmed that they would refund my access in full once the third party pays the first instalment. On 26 February 2013, I received an e-mail from Kim Marsh at Mutual & Federal asking for my banking details so they could refund my access. I responded on the same day, but have not received the repayment to date.
