Car rental waivers declined

Outsurance arranged car rental for me, as covered by my policy, as my car is in for repairs. I met the Avis rep at the Panel beaters on Monday morning and signed the agreement, as reached between Outsurance and Avis. Nothing about the agreement was explained any further as I understood that the R750.00 deposit was for fuel.
On my way home yesterday, a rock hit the windscreen of the rental vehicle and it cracked. Upon enquiring from Avis what to do, they informed me that my insurance company declined the waiver therefore I will be liable.
This morning when I phoned Outsurance, Sixolile sounded very surprised that the windscreen damage waiver was not included and said she would enquire. I had to phone this afternoon because I got no response, left a message and she returned the call. Now she tells me that Avis was responsible for explaining the waivers to me. I am in no position to pay for a new windscreen, as I am already paying an excess of R3210.00 on my vehicle's repairs.
Outsurance is in the business of insurance and they decline waivers on behalf of their clients and also fail to ensure the client undertands his liability.
