Misrepresentation of ebucks rewards

My FNB cheque card and e-bucks card are used for various payments of fuel and fuel-related products for amounts exceeding R20 000-00 for longer than a year now and I still haven't received any e-bucks. On enquiry the explanation differs each time. The latest excuse is that I am not registered for internet banking or cellphone banking. Am I being penalised because I prefer to swipe my cheque card, i.e cash payment? What are the use of the e-bucks card then or for the same reason, the use of the cheque card? I am sure this is a violation of Part E and F of the Consumer Protection Act (Fair and responsible marketing and Fair and Honest Dealings).
