Bad service from Budget insurance

About two years ago I purchased a Toyota Avanza 1.5 which I took out comprehensive insurance on with Budget insurance as I thought it was a reputable insurance company. Last year December I was unfortunately involved in an accident and I thought I had nothing to worry as I had insured my car and everything would work out fine. I got a shock of my life as I was processing the claim as firstly Budget claimed that they did not authorise the towing of the car even though I called them first and they send me a confirmation SMS. I thought the nightmare was at the end but I was so wrong as the insurance company was not even calling me to tell me the progress of the claim. I tried to purchase the car from them as I thought that I had first preferrence to purchase the car as it was written off but I was send from pillar to post. After a long time of enquiry they eventually paid out after 2 months and I was shocked that their settlement was lower than the retail value of the car. Overall, I am disappointed with the kind of service that I have received from Budget as I thought it was a good reputable insurance company.
