On repairs by Panelbeaters

My car was repaired through Outsurance's preffered service provider Sanrose Motors based in Midrand and was given back to me sometime in April 2013. Now after 9 months, I noticed a paint issue on the bumper and decided to follow up with the insurance who arranged for me to take my car back to the panelbeater. I took my car in yesterday 2014-02-06 for an inspection and was assisted by one of the consultants who I must say was very helpful. During the day, I received a call from the panelbeater advising me of the problem. It seems that the old bump was repaired and put back onto my car. The new bumper had been kept in a storeroom collecting dust. The matter as it stands, is that the new bumper has been put back on. I called Outsurance to ask them about this situation and how do they handle such issues. Outsurance paid for a new bumper, yet I was driving around with an old bumper and had I not noticed the issue my car would still have an old bumper. The consultant I spoke to Lillian Matlala, shrugged me off and basically indicated it is not Outsurance's problem. Surely this is in some way? Is this the type of company that Outsurance associate with??? where do I stand as a customer??
