Outsurance Not What They Claim To Be

Outsurance claimed to have good customer service so i enquired today about a quotation for insurance on my car. As i got busy at the time, i asked the agent for his direct contact details and told him i will call him later and pick up where we left off. He informed me that the earliest he MIGHT leave work is at 16h00.
I returned his call at 16h15 just to see if he could still be available. Marvin answered the call, identifying himself as well, and as soon as i introduced myself, he dropped the call. I tried calling back and there was no answer!!
Rather than informing me that he was of the clock and leaving work, he decided to just cut the call and go which leads me to ask what type of staff does Outsurance have in their employ??
It goes without saying that im disgusted with what has transpired as i myself work in a customer service environment and a stunt like this reflects poorly on the company.
