#ask why: you refuse to open a bank account

I have a Domestic worker that works for me once a week. Being on leave last week she asked me to help her and her son to open a bank account. Hearing all the advertisement on the radio, I've advised her to open an account with Capitec. To pre-empt the process, I've phoned the call centre last week (29/01/14) and asked them what will she need to open an account after explaining to them that she lives in a informal settlement. The call centre lady replied that she will only need her ID and a council letter on the municipality's letterhead confirming that she lives there with R25. We got all the documents ready and went to the closest branch. When we arrived there, Capitec refused to open her a bank account due to the reason that she does not receive a payslip.

I do understand the importance of the FICA requirements but what I don't understand is why if she only want to open an account (not borrow money) does she need a payslip?

After capitec refused, we went to ABSA and ABSA open an account for both of them.
