Prepaid electricity via cellphonie banking

This is my second complaint about prepaid electricty purchase via cellphone banking, I have been struggling to buy electricity since friday. i get the same error all the time. Whats seems to be the problem??? This is not good service at all, on my last complaint i was told that someone was going to contact me, till today im still waiting for that person!
