Battling to get just a lette

I have been battling since last year October with Ncumisa Mtsi, she always tries to find ways to pass the buck to someone else on things she can quickly assist me with. Is there a possibility that I can get someone else to settle my issue as she is never available on email and worse of all the landline number (0112274521) does not work, it is always engaged. I require her to confirm how much my shortfall was for my car that was written off last year September. My insurer requested the amount and she responded with an email saying, "Good day George, Who should give you the amount? " I would not request her help if I could just tell my insurer that this is the amount, I need proof from the bank with the amounts. Please help me, please, I want to settle this issue and move on with my life.
