Wrong information no refund

Steven phoned me, i explained my whole situation regarding my admin order on my name. He promised me high and low that he would be able to clear my name with all the documents i had to send him if i paid him R3000. i told him to give me some time to think about it. he called me almost every day for the money. a month later i paid. only to find out that they can not do a thing without a 74Q form. i cant get that form. now everything is standing still. i wanted a refund and they dont want to give my money back. they didn't do a single thing for me. i have never experienced such bad service in my life. where you pay for something and nothing gets done. its like peoples money. i am truly very very unhappy about this.
