About premiums decreasing

Consultant called to sell the vw insurance and one of the selling points was that the premium wouldn't increase as the car looses value each year so instead of increasing their premiums decrease each year, which is one of the reasons I chose to take it, now the premium increased and they are telling me that's how the premiums works they increase each and every year, I know that and I would have chosen other insurances if that was the case.. This simply means he to me.. Was it so that I can take the insurance, I don't know..
