Creating expectations and not delivering

A odd 7 months ago I applied for and was approved for a personal loan via Brume finance. Even though I knew that I was ITC blacklisted and my credit record not clean I still applied as I was desperate at that stage.
After having paid three regular and on-time payments, Bruma finance contacted me and informed me that I now qualify for another loan or a extension on my current loan. I decided to apply but was rejected on grounds of my ITC record even though my credit and ITC record was still the same as when I was approved for the initial loan.
After another two regular payments, the same process happened and the same results occurred.
Why was Bruma finance creating a expectation and then not living up to it? Even after they had contacted me first and using the same ITC circumstances to get two different results? I was highly disappointed.
My last payment was more than what was outstanding on the loan. I contacted Bruma finance and requested they only deduct the outstanding amount and not the full payment. I was promptly informed that they could not do that and that I would have to go through the effort of requesting a refund from them. Why must I go through the effort?
