DEBIT MY ACCOUNT WITH NO AUTHORISATION

I tried to apply for a loan online with loan locator sa, and it was approved - i then needed to fax through my ID bank statement, payslip and proof of address which i never did as i didnt need the loan anymore. so the application was incomplete i left the whole thing, now come month end i see that R400 was debited from my account so i phoned my bank to track it down for me and they told me it was from loan locator sa!! in the first place i did not complete the application for the loan nor did i give any permission for them to debit my account and i never recieved a cent from them!! so they have got no right to debit my account, when i phoned them to querry this they said i never confirmed a cancellation - but i mean the application wasnt complete in the 1st place!!! so they said i must proove where my account was debited so i sent an email to cancel it with my bank statement attached showing them the debit order, now they want to tell me it wasnt within the 7day cancel period so i will not be recieving my money back from them!!! this is totaly unaceptable i want my money back.
