Struggling to get settlement lette

I have been contacting various african bank branches until I was told sorry we don't deal with your account, please phone our collection department that will resolve your issue. I have been phoning this so called collection department for the last 3 weeks and every day I am told we will mail you the settlement letter but it never arrives even my fax to mail number was supplied to them. So how does this company do business letting you hold on at your expense and never send you what you ask for. I am tired of phoning and being played around like a ball and never get any feedback except its on its way, its a scanned document not normal post my word. I would not advise anybody to do business with an unorganised company like this and feel sorry for the up callcentre or collection department they say it is
