I cannot understand what is the delay for

I have submitted a death claim on my wife's annuity on 4 Jan 2013. All the claim documents were duly filled in and checked by their representative. He sent them at their offices in Tsakane. Brakpan and promised that I will hear from their office in Cape Town. to date nothing. 2169822 is the reference number.
Subsequent to that I wrote numerous e-mails and in all of those e-mails I was promised a response within 5 days and nothing happened, the following are reference numbers that came from those responses, 2220209 on an e-mail sent on 23-09-2013 to GSENQ and 877917 was sent as acknowledgement. 860735 on an e-mail sent on 9-09-2013.
Please Peter help me to get closer on my wife's estate, its been long, she died in 2010.
her will not rest in peace until this matter is settled!
