Double charge for E-wallet service

I sent R150 using e-wallet, the receiver managed to get R100, He was unable to get the R50' he later went back to get remaining R50, dialed *120*127# got the pin, R44. Was available the six rands taken by bank for service charges? I was charged R8.50 when I sent this money, it's not the drawer's fault that the ATM only gave out R100 instead of the whole amount. Why is the recipient charged now?
